Abstract

In the event of a disaster, the beginning of the recovery work begins with discharge and transport of disaster waste. Therefore, disaster waste should be collected, transported and disposed of smoothly for quick recovery. In addition, when disaster wastes are left in the disaster site, it is very important to manage disaster wastes safely, because bad odors and pests are generated, causing damage to residents' health and environmental pollution. Korea has relatively few natural disasters compared to Japan and the United States. However, the management of natural disasters is relatively insufficient and the management of disaster waste is also insufficient. Therefore, this study compares the estimation methods of domestic and overseas hazardous wastes, and evaluates the appropriateness of the capacity and layout of the temporary recycling site needed in the primary treatment process. The flood waste that is the subject of this study refers to wastes generated by inundation of houses and offices due to typhoons and heavy rain. Data on the occurrence of floods and flood wastes in Korea were obtained through annual disasters. In Korea, disaster waste disposal costs have been recorded since 2006 and Emissions have been recorded since 2008. So, in this study, we have limited the spatial range to the city in which the flood occurred since 2008. In case of Korea, currently designated temporary debris management site are located in flooded areas (past flooded areas, low elevations) or very close to the stream, which may be unusable or cause secondary damage in the event of a disaster. Therefore, further study on the standard of location selection of temporary debris management site should be made, considering accessibility to roads, possibility of flood damage, and possibility of secondary damage.
